List of current Anti-Dumping Duties imposed by India

Indian Govt lately has been on a anti-dumping crusade to protect the interests of domestic manufacturers in particular from China. In this blog, I have tried to give a comprehensive list of products on which the govt has imposed anti dumping duty.

Before sharing the list, let me explain what is Anti-dumping duty, why is it imposed & how it benefits domestic manufacturers. 


Anti-Dumping Duty

What is Anti dumping Duty: 

An anti-dumping duty is a protectionist tariff that a domestic government imposes on foreign imports that it believes are priced below fair market value. Dumping is a process wherein a company exports a product at a price that is significantly lower than the price it normally charges in its home (or its domestic) market.


IN SIMPLE TERMS, IT RESTRICTS CHEAPER IMPORTS BY LEVYING ANTI DUMPING DUTIES DEPENDING ON THE PRICE OF IMPORT FROM VARIOUS COUNTRIES. POST THE LEVY OF ANTI DUMPING DUTY, THE DOMESTIC MANUFACTURED SELLING PRICE WILL BE SAME AS THAT OF IMPORTED ONES. THUS GIVING THE DOMESTIC MANUFACTURER LEVEL PLAYING FIELD. 


NOW, WHEN THE PRICE OF A PRODUCT IS SAME FOR IMPORTED ONES AS WELL AS DOMESTICALLY MANUFACTURED ONES, THE DOMESTIC BUYERS WILL PREFER DOMESTIC MANUFACTURER INSTEAD OF AN IMPORTED ONES DUE TO THE BELOW REASONS:

1. LOWER LOGISTICS COST

2. NO FOREX RISK

3. LESSER PAPERWORK

4. CAN ORDER SMALLER QUANTITIES


Although it is good for domestic manufacturers  of these products but it increases the cost of the downstream manufacturer who use these products as raw materials. For example: In 2017-18, the prices of Graphite electrode went up exponentially which is used as a raw material for manufacturing steel, thus increasing the cost of the steel manufacturer. There was an anti dumping duty in place that prevented import of cheaper graphite electrode. So the domestic steel manufacturers fought against this anti dumping duty and finally won it.

How does Anti-Dumping Duty helps Domestic Manufacturers?

 

Earlier the manufacturers were selling goods at the reduced rate possibly at a loss to compete with the cheaper imports. 

With Anti-Dumping duty, these manufacturers will be selling products at (Earlier prices +Anti Dumping duty). So, it increases the selling price of the products and hence the profitability.

WHILE TAKING A POSITION IN SUCH COMPANIES, ONE NEED TO UNDERSTAND WHAT PERCENTAGE OF THE TOTAL SALES, THESE PRODUCTS WITH ANTI-DUMPING DUTY DOES. IF THE  THE PRODUCT MAKES A VERY SMALL PERCENT OF SALES, IT IS LIKELY THAT IT WILL NOT IMPACT THE OVERALL PERFORMANCE.

List of Anti Dumping Duties by India

 

1. List of Anti Dumping Duties by India: Phosphoric Acid

India on Friday(21st Aug 2020) imposed anti-dumping duty on phosphoric acid from Korea for five year. DGTR concluded in its probe that continued dumping of ‘Phosphoric Acid of all grades and concentrations (excluding Agriculture or Fertilizer grade)’ from Korea was impacting domestic industry.

Companies to benefit: Earlier Vedanta used to make it at their Tuticorin plant, but that is closed now. Not aware of any other publicly listed company name.

 

2.List of Anti Dumping Duties by India: Digital printing plates

India has imposed anti-dumping duty on digital printing plates from China, Japan, Korea, Taiwan and Vietnam for five years. The product is used in printing industry for transferring data as an image (dot patterns or text) on to paper or on tin sheets or poly films. 

Companies to benefit: Not aware 

 

3. List of Anti Dumping Duties by India: Aniline

India has imposed provisional anti-dumping duty of up to USD 150.80 per tonne on aniline imported from China for six months(03.08.2020)

Companies to benefit: Aarti Industries

 

4. List of Anti Dumping Duties by India: Phenol


DGTR has imposed provisional Anti dumping duty on import of phenol from the US & Thailand. It is for the time being only, one needs to see when it becomes final.

Companies to benefit: Deepak Nitrite Ltd & Hindustan Organics Chemicals Ltd

 

5. List of Anti Dumping Duties by India: Caustic Soda

The government on Monday(17.08.2020) extended the imposition of anti-dumping duty by three months on caustic soda imported from China and Korea.

Companies to benefit: All chlor-alkali companies (Gujarat AlkaliesPunjab Alkalies and Chemicals Ltd. etc)

 

6. List of Anti Dumping Duties by India: Steel Products

India on Tuesday imposed anti-dumping duty(23.06.2020) on imports of certain type of steel products(Flat rolled product of steel, plated or coated with alloy of Aluminium and Zinc) from China, Vietnam and Korea for five years.

Companies to benefit:  Not aware

The government has extended anti-dumping duty on certain variety of steel products (hot rolled flat products of stainless steel 304 series) till December 4 , 2020  from cheap imports coming from China, Malaysia and Korea.

 

7. List of Anti Dumping Duties by India : Steel and fiber glass measuring tapes

India on Wednesday(08.07.2020) again imposed definitive anti-dumping duty on certain types of measuring tapes from China for five years to guard domestic manufacturers from cheap imports.

Companies to benefit: No clue

 

8. List of Anti Dumping Duties by India: Sodium Citrate

The government has extended(20.05.20) duty protection on sodium citrate — a key pharmaceutical ingredient – imported from China for another five years.

Companies to benefit: No clue

 

9. List of Anti Dumping Duties by India: Other products

Electronic calculators : The govt has imposed anti dumping duty on import of electronic calculators from India & China for 5 years.

Black Toners :  India seeks to impose provisional anti-dumping duty on imports of black toner in powder form originating in or exported from China, Malaysia and Chinese Taipei for six months. Link

 

10. List of Anti Dumping Duties by India: Ciprofloxacin Hydrochloride

India has imposed a provisional anti-dumping duty on imports of Ciprofloxacin Hydrochloride from China for a period of six months (unless revoked, amended or superseded earlier) from the date of publication of this notification.(03.09.20)

Companies to benefit: Aarti Drugs, Godavari Drugs

 

11. List of Anti Dumping Duties by India: Plain Medium Density Fibre Board of thickness 6mm and above

India has extended anti-dumping duty on import of a certain variety of fibre board, originating in or exported from China, Malaysia, Sri Lanka and Thailand, till January 20, 2021.

Companies to benefit: Greenpanel India

 

12. PET Resin

The DGTR has recommended  anti-dumping duty ranging from $15.54 per MT to $200.66 per MT to be imposed for five years from the date of the Notification to be issued by the Central Government, on all imports originating in or exported from China.

2. Carbon Black: Link

3. Coated/plated tin mill flat-rolled steel products: Link

5. Polyethylene Terephthalate (PET Resin): Link

IN MOST OF THESE CASES DGTR HAS APPROVED THE ANTI-DUMPING DUTY, THE FINAL CALL NEEDS TO BE MADE BY FINANCE MINISTRY. GIVEN THE CURRENT SCENARIO WHEN THE GOVT IS IN A HURRY TO IMPOSE ADDs, it is likely that the ADD will be imposed on these products as well.

WHILE TAKING A POSITION IN SUCH COMPANIES, ONE NEED TO UNDERSTAND WHAT PERCENTAGE OF THE TOTAL SALES, THESE PRODUCTS WITH ANTI-DUMPING DUTY DOES. IF THE  THE PRODUCT MAKES A VERY SMALL PERCENT OF SALES, IT IS LIKELY THAT IT WILL NOT IMPACT THE OVERALL PERFORMANCE.
